Is it Too Late to Apply Crabgrass Pre-Emergence?

Yes and no, depending on which product is applied.  In the Indianapolis metro area and areas south applications should be made using the preemergence herbicide dithiopyr (Dimension).  Dithiopyr will control crabgrass to one tiller.
